The 2026 Guide to KC Safety
Under the KC safety framework, electrical products are classified into three categories—Safety Certification, Safety Confirmation, or Supplier’s Declaration of Conformity (SDoC)—based on their associated risk levels. This part focuses on the SDoC scheme, which applies to products with relatively low risk.
Note 1: Under KC safety regulations, the term "Manufacturer" refers strictly to the actual factory, a definition that differs from the one used by the RRA (Radio Research Agency).
Note 2: IEC CB test reports and certificates are accepted.
Approval Types: Supplier’s Declaration of Conformity (SDoC)
Product Categories:
- Household Appliances: DC air purifiers and DC ion generators (below 42 V DC)
- DC electric tools (charging type)
- Audio and video equipment: Video cameras, CCTV cameras, amplifiers, speakers with amplifiers
- ITE/office equipment: Scanners, walkie-talkies (including less than 30 Vac and 42 Vdc), set-top boxes (IPTV, CATV), mobile phones (including less than 30 Vac and 42 Vdc), smartphones (including less than 30 Vac and 42 Vdc), fax machines, printers (less than 30 Vac and 42 Vdc), projectors (less than 30 Vac and 42 Vdc)
Inspection and Testing Requirements
- Factory Inspection: No factory inspection is required for SDoC.
- Product Testing: Testing may be conducted by the manufacturer or by third-party testing labs.
- Component Compliance: Critical components must be KC- or IEC-marked (based on a valid CB test report and certificate).
- Separate certificates must be obtained for each manufacturing factory if there are multiple factories.

Documentation to Be Retained
The importer (the applicant for foreign companies) should maintain the following documentation:
- Supplier Conformity Confirmation Letter
- Supplier Conformity Confirmation Certificate
- Korean user manual
- Test report (including rated specifications, schematics, parts list, markings including warning statements, date and location of product testing, test engineer’s name, and company name)
- Each importer must obtain a supplier conformity confirmation certificate for the same model.
- Confirmation certification agency: KIPS (Korean Institute of Product Safety)
