Korea RRA Sets Standards for LEO Satellite User Terminals


Korea’s National Radio Research Agency (RRA) has updated its technical standards to enable high-speed, low-latency communication services via low Earth orbit (LEO) satellites. The revision outlines requirements for user terminals operating in the 11 ~ 14GHz band and connecting with LEO satellites located between 1,100 km and 1,300 km in altitude.

  • Sets the operational specifications of earth stations (user terminals), including their communication counterparts and operating frequency bands.
  • Defines the fundamental requirements that radio stations must fulfill, such as satellite tracking and transmission control.
  • Establishes the transmission and reception specifications of earth stations and sets provisions to prevent signal overlap and interference with other radio stations.

Effective as of May 26, 2025.
