Korea's RRA Moves to Revise IP Camera Terminal Standards: What's Changing?

The National Radio Research Agency (RRA) has issued an administrative notice on a proposed partial amendment to the Technical Standards for Terminal Equipment, aimed at clarifying the scope of regulatory requirements for Internet Protocol-based video processing devices (IP cameras) and exempting tests that overlap with information security certification requirements.

The amendment is intended to address deficiencies identified in the operation of the current regulatory framework and to reduce the testing and certification burden on the industry.

Public comments on the proposed amendment will be accepted until November 13, 2026.



Key Amendments

1. Clarification of the Definition of Video Processing Devices

The relevant provisions will be amended to align with the definition of “fixed video information processing devices” under the Personal Information Protection Act.

2. New Exemption Provision from the Technical Standards for Terminal Equipment

A new proviso will be introduced to exclude Internet Protocol-based video processing devices that cannot identify a specific individual through video information from the application of the Technical Standards for Terminal Equipment.

Accordingly, requirements related to password settings will not apply to such devices.

3. Elimination of Duplicate Testing and Simplification of Conformity Assessment

To reduce the burden of duplicate testing with information security certification requirements, the Notification on Conformity Assessment of Broadcasting and Communications Equipment will also be amended.

Accordingly, equipment that has obtained information security certification pursuant to Article 48-6 of the Act on Promotion of Information and Communications Network Utilization and Information Protection, etc. will be deemed to comply with the conformity assessment requirements applicable to wired communications.

A. A device prescribed by Presidential Decree that is installed in a fixed location and continuously or periodically captures images of people or objects, or transmits such images via wired or wireless networks.


Q. What are the password requirements for Video Information Processing Devices under the Technical Standards for Terminal Equipment?

A. Video information processing devices that use Internet Protocol (IP) and have functions for viewing or transmitting video information or controlling the device must be equipped with a function that requires users to set or change the password before using the device when it is first connected to a wired or wireless network.

1. Password Complexity: The password must contain at least 8 characters using a combination of three of the following four character types, or at least 10 characters using a combination of two types:

  • Uppercase letters
  • Lowercase letters
  • Numbers
  • Special characters

2. Login Attempt Restriction: If an incorrect password is entered consecutively a specified number of times (maximum of 5 attempts), access must be blocked for a specified period (30 seconds to 60 minutes).
