Korea RF Regulatory Update: New Standards Proposed for GPR/WPR Devices
- The Ministry of Science and ICT (MSIT) proposes to establish new standards for Ground Penetrating Radar (GPR) and Wall Probing Radar (WPR) devices used for accident prevention, including sinkhole detection.
- The relevant provisions will be deleted to permit outdoor use of 10.5 GHz object detection sensors.
- Both draft amendments were announced for public comment on October 13, 2026, and comments will be accepted until November 3, 2026.
- These are draft amendments, not finalized regulations.
On October 13, 2026, the Ministry of
Science and ICT (MSIT) issued an administrative pre-announcement of proposed
partial amendments to two notices: Unlicensed
Wireless Devices (Announcement No. 2026-1005) and the Technical
Requirements for Unlicensed Wireless Device (Announcement No. 2026-1006).
The proposed amendments aim to ensure the
safety of Ground Penetrating Radar (GPR) and Wall Probing Radar (WPR) devices
used for accident prevention, including sinkhole detection, and to promote the
market for related products by permitting outdoor use of 10.5 GHz object
detection sensors.
Public comments on the proposed amendments
will be accepted until November 3, 2026.
1. Establishment of New Standards for
Ground and Wall Probing Radar Devices
New standards will be established for Ground
Penetrating Radar (GPR) and Wall Probing Radar (WPR) devices used for
accident prevention, including sinkhole detection, and in industrial
applications.
Definition:
“Ground Penetrating Radar (GPR) and Wall Probing Radar (WPR) devices” refers to
wireless devices that transmit radio waves only toward the ground or
structures, utilizing the penetration and reflection characteristics of
frequencies.
2. Permitting Outdoor Use of 10.5 GHz
Object Detection Sensors
The provisions related to “indoor use”
will be deleted to permit outdoor use of 10.5 GHz object detection sensors.
Frequently Asked Questions (FAQ)
Q1. Are the new standards for GPR and
WPR devices already in effect?
No. The proposed amendments have not yet
been finalized.
Q2. Will GPR and WPR devices require KC
certification in Korea?
Yes. Once the amendments take effect, GPR
and WPR devices will be newly classified as devices subject to KC Certification
of Conformity.
Q3. Is outdoor use of 10.5 GHz object
detection sensors now permitted in Korea?
