Korea RRA Introduces New Password Security Requirements for IP Cameras (Effective June 2026)
On December 22, 2025, Korea’s National Radio Research Agency (RRA) issued a partial amendment notification to the technical standards for terminal equipment.
The amendment introduces stronger password security requirements for IP cameras at the design and manufacturing stages.
The new requirements will take effect on June 21, 2026, following a six-month grace period.

1. Stronger Password Rules
- Option A: At least 8 characters, using three of the following: uppercase letters, lowercase letters, numbers, or special characters
- Option B: At least 10 characters, using two of the character types above
- Anti-hacking measure: To prevent unauthorized access, the system will temporarily block access for 30 seconds to 60 minutes if the password is incorrectly entered up to five consecutive times.
2. Special Rule for Cloud-Based IP Cameras
For IP cameras that rely on cloud services:
- If a device passes the separate test methods specified in KS X 3078, it is deemed to meet the password security requirements.
