Korea RRA Proposes Updates to EMC Standards for PDS and UPS

The National Radio Research Agency (RRA) is revising the EMC standards for Power Drive Systems (PDS) and Uninterruptible Power Systems (UPS) to align with international standards (IEC 61800-3 for PDS and IEC 62040-2 for UPS).

Public comments will be accepted until December 28, 2026.

1. Reason for Revision

The proposed revisions aim to align the EMC standards for Power Drive Systems (PDS) and Uninterruptible Power Systems (UPS) with international standards by removing certain test requirements and relaxing conducted disturbance limits.

2. Key Revisions

A. Uninterruptible Power Systems (UPS)

  • Replace the existing wording "Apply the conducted disturbance limits for multimedia equipment" with separate, relaxed limit values for each environmental category (C1, C2, and C3).
  • Add a UPS configuration diagram showing the interfaces and ports relevant to electromagnetic immunity and other tests.
  • Remove some of the general requirements and performance assessment criteria for electromagnetic immunity (from four to three).

B. Power Drive Systems (PDS)

  • Revise the definition of the operating environment from the existing first and second environments to commonly used environments (residential, commercial, light industrial, and industrial).
  • Establish additional, relaxed limits applicable to balanced three-phase equipment under conditions (d), (e), and (f), in addition to the existing limits applicable under conditions (a), (b), and (c).
  • Establish criteria allowing radiated disturbance testing at a distance of 3 m for small equipment, in addition to the existing measurement distance of 10 m.
  • Establish radiated disturbance limits for testing at frequencies of 1 GHz and above.
  • Remove four of the eight low-frequency immunity tests: total harmonic distortion, commutation notches, voltage deviation, and voltage unbalance.

3. Expected Impact and Public Consultation

The proposed revisions include the removal of certain EMC test requirements and the relaxation of conducted disturbance limits for PDS and UPS, which may affect EMC testing and conformity assessment of these products in Korea.

RRA is accepting public comments on the proposed revisions until December 28, 2026.
